Yes, but democracy doesn't show that often due to society having low intent to social diversity. The elite do not care to establish a diverse society because not ALL ethnicities should be treated the same: racial acts, more crimes especially in America and treason acts meaning a foreign race takes over a third war country- America can not afford to risk this type of this act.
