The prohibition banned alcohol in America.  Many people didn't want it banned while many people did want it banned.  This divided the nation by having two opposing sides of a big "problem"

By the mid-1920s most city politicians clamored for the repeal of 18th Amendment, but to many rural Americans liquor + crime were tied to other divisive cultural issues of the day, Americans could not reach a satisfactory settlement on the issue until 1933.
