p = flights to Paris = 36
n = number of people per plane = 130
$N = n(y+p)$
Now we just insert the numbers we have been given into our equation. 
$N = 130(22+36) \\ N= 130(22) + 130(36) \\ N= 2860+4680 \\ N=7540$
So the total number of people who can travel to New York/ Paris is about 7540 people
