I believe some were refused because Kennedy wanted to cut taxes so people would have more money. The reason for this was for economy stimulation, the more money in peoples pockets, the more they want to spend. The government disagreed with this idea. Others were passed because the government such them as much better ways to lift the economy instead of having tax cuts. For example, increasing minimum wage, and the equal pay act. These were other ways people could get paid more and the government thought this was a better idea because people would spend more since they are earning more and they will pay more taxes.
