how would you compare the efforts of inca rulers such as pachacuti, topa inca, and huayna capac inca to the leadership of the maya ruler pacal and the aztec ruler moctezuma

Incas liked to live in peace, so that they wouldn't be disturbed. They fought with neighboring tribes, but they weren't a war tribe. 
The Maya and the Aztecs were more warfarous. The Aztecs were bloodthirsty for kills and sacrifices. The Aztecs were much more battleprepared.
