y + 6 = 1/3 (x - 4)

Replace the second y (y1) and the 2nd x (x1) with the new points and then -3 become 1/3 due to perpendicular meaning opposite reciprocal (2/3 reciprocal is 3/2 and the opposite would be its negative, -3/2, for example)
