3/47 converted to a decimal is 0.06382978723. You can find this out by doing 3 ÷ 47 into the calculator. 
0.06382978723 is NOT a rational number because when expressed as a decimal, a rational number terminates or continues in a recurring pattern and this number does not fit any of the specifications to make it rational.
