For me, The relationship of the 2 the same digits next to each other in a multi-digit number is their place value in where digits from the decimal point to the left is 10 times bigger of value to the digit in their left and from the decimal point to the right is 10 times smaller of value than the digit in their right.

For Example:

123.45 in where 1 is hundreds, 2 is tens, 3 is ones and after the decimal points, in where  4 is tenths and 5 is hundredths.

Notice each place value next to each other. Each value is ten times in difference.
