ok According to me its founder effect because a colony has started from a few members or a small colony here (i.e. the long-tailed doves colony). This founder population has limited sample of genes on which natural selection can act upon. It cannot be stabilising selection because there are no two extremes which are not favored due to a given selection pressure. I hope it helps. =)
