4y=-x+8
y=1/4x+2<----final slope-intercept form
now, you know there is a point that is (0,2), the y-intercept, so now you calculate the slope.
y2-y2/x2-x1<------slope formula
3-2/0-3
1/-3
-1/3<---slope
so your final equation is 
y=(-1/3)x+2
