You have the following expression:

√(s/16)

in order to simplify the previous expression, consider that the square root of a quotient, is the quotient of the square roots, as follow:

√(s/16) = √s/√16

use √16 = 4:

√s/√16 = √s/4

Hence, the simplied expression is √s/4
