Ok so I was very confused on this too. Not even going to lie to ya, I struggled with this for a long time. However once you get the hang of it, it's actually rather simple.
So, lets try a problem. What is 0.04 as a fraction?
Well, we know that 0.04 is 4%. And you can do [tex]\frac{4}{100}[/tex] which is 0.04, or 4%
Does that make sense? If not let me explain it a little more.
Well basically all you have to do is put that number over 100.
Here are some examples of decimals to percentage to fraction:
0.5 = 50% = [tex]\frac{50}{100}[/tex] or in simplest form [tex]\frac{1}{2}[/tex]
0.11 = 11% = [tex]\frac{11}{100}[/tex]
0.03 = 3% = [tex]\frac{3}{100}[/tex]
