Its asking you to identify the relation between the planets mass, number of moons, and the planets distance from the sun. And it wants you to answer in a complete sentence.
For example,
> Mercury has a small mass and is very close to the sun, so it doesn't have any moons.
> Jupiter has a much larger mass than earth and is a lot farther away from the sun, so it has a lot more moons
> Mars has only 1/10th of the mass of Earth, and is only a little farther away from the sun, despite this, it has 2 moons, making it the exception
