I think this means that a wiser person know that there are times to be rash and speak your mind but there are times where it's better to hold your tongue. Sometimes a situation calls for extreme measures or harsh words but there are also times where it's better to remain silent. A person can be smart but not be wise. And like wise be wise but not smart. A smart person can have all the answers but not know what a better way to do something would be.
