The employer is responsible for the following payroll taxes in Option D.  A and B.

The FICA-Medicare is a compulsory contribution just like the Social Security (or OASDI) that employers are expected to contribute some percentages and withhold stated percentages from the salaries of their employees.

Thus, the employer is not responsible for Federal and State taxes, but D. A and B.  Employers can only withhold and remit the Federal and State taxes as required by law.
