if the question is   [tex]y = ( \frac{-4}{5}) x[/tex] then the answer is yes and the constant is -4/5's

If by some chance the actual question is   [tex]y = \frac{-4}{(5x)}[/tex] (you can not tell by the way y0u presented tis problem.. then the answer would be NO it would be "inverse" relation
