I do not believe one should be arrested, but they should be fined for putting other civilians at risk, and endangering their health and the possible spread of the virus, therefore, worsening everyone's situation. To further support my opinion, back in 1918, during the Spanish Flu, we were less civilized, and in this age, we have better information and remedies than we did back then. There's more newfound attention to civil liberties and independence of each individual than there was before.
