It takes ordinary people to set widespread change in motion. History has shown that most movements in the past that caused a change in society were initiated by ordinary people.
For example, when the Americans began revolting against British rule, it was the ordinary citizens who were unhappy with the excesssive taxes. Thus the larger society bought into it. When the people are unified, they can even unseat highly placed people.
