This is because at this stage organisation have to decide the best possible action that could help them in achieving their goal/plan. However, it is not easy to determine what corrective action can help them do this.
It may be possible that the company might implement an action and still fail in achieving their plan. This would may mean loss of time, money and resources in implementing the corrective action.
Therefore, they might have to strategies a different corrective action and implement it, with the possibility that this new action may or may not help them achieve their plan. Once more creating a risk of loosing more time, money and resources.
