I don’t know what time frame you need... but an example of an East Asian government influencing their corresponding country could be seen in feudal Japan (around 1500-1700). Japan’s governments use of samurais to enforce law, to hold positions as lords and nobility, their bushido warrior code, and just their constant presence created a warrior culture out of Japan.
