Meanwhile, the Soviet Union - the other superpower - exerted decisive influence on the countries of Eastern Europe; in many of them their troops continued to station even several years after the WWII; the Soviet authorities maneuvered with local communist forces to win elections and get communist leaders installed in power. As a reaction to NATO, the Soviet Union and the Eastern satellite countries formed the Warsaw Pact. Stalin managed to create a buffor zone that improved Russian security. He also agreed to the creation of Eastern Germany.
