Usually, an earthquake is caused by the release of energy when two plates that were stuck together, then get released suddenly. Usually, when the plates get unstuck, there is also a sudden displacement beginning at the point they were stuck. If this displacement occurs in the ocean, then the displacement of water at the region also subsequently happens.  This displacement becomes a wave that dissipates the energy away from the epicenter. As the wave gets closer to the continental shelf, they grow larger and turn into a tsunami wave that bombards the shores.

This is why there is usually a tsunami warning when an earthquake occurs deep in the ocean.
