People in the country assumed that a national bank would give the national government more power. The people of Lowland backed a strong national bank to stimulate the economy.

Due to differences in these ideas, two political parties formed. Alexander Hamilton led the Federalists and endorsed Hamilton's initiatives.  

The Federalists believes in a powerful central government to encourage business and commerce. Thomas Jefferson and James Madison led the Democratically Republicans and rejected the ideas of Hamilton.

The South Carolina Lowcountry class are supportive of the Federalists and the Upcountry voters for the Democrats. Many South Carolinians accepted government debt claims because so much fighting had taken place in South Carolina, so the state had more debt, but most of the Democratic-Republicans disagreed.  

Democratic-Republicans decided to take on the obligations of the government because federalists agreed to support the relocation of the country's capital.
