In 1795, the US-France relations were broken, and the Americans and British diplomatically approached. Relations with the French deteriorated tremendously in 1797 when the French declared war on American commerce.
There was an attempt to resolve this conflict, but there is an XYZ affair that gives the Federalists the right to agitate against the French. Namely, US envoys were supposed to settle a diplomatic dispute with the French peacefully in Paris, but French agents X, Y and Z asked them for a bribe to meet Minister Talleyrand.
Navy was granted an independent ministry in 1798, and at the end of that year the Constellation frigate, under the command of Captain Thomas Truxtun set sail for the Caribbean archipelago. His work is described extensively through the diary entries and correspondence.
A battle ensued between the Constellation frigate and the French L'Insurgent, which ended with the American victory.
At the same time, US President John Adams advocates strengthening the Navy and diplomatic settlement of the dispute with France.
The end of the war and the reconciliation with Napoleon in 1800 did not hold Adams, the second US president in power, and in 1801 he lost the election to Thomas Jefferson.
