Why do highways have speed limit signs instead of velocity limits?

So a velocity sign would say a speed and a direction, when that’s not necessary or even helpful in our situation- we only need the speed since we’re on a road, we can only go one direction at a time, so the direction is fixed and just “55 mph” to find what speed is necessary is all the info that you need
