Parallel lines have the same slope.

We have y = 4x - 2 → slope m = 4.

Therefore we have y = 4x + b. Put the coordinates of the point (2, 4) to the equation of line:

4 = 4(2) + b

4 = 8 + b     subtract 8 from both sides

-4 = b → b = -4

Answer: y = 4x - 4
