+1            +1         -10           -10

   -10a < 0     or             3a ≤ -15

   $\frac{-10a}{-10} > \frac{0}{-10}$     or         $\frac{3a}{3} \leq \frac{-15}{3}$

       a > 0      or          a ≤ -5  

notice the left inequality symbol flipped because we divided by a negative

             -5 ≥ a > 0
