The Enlightenment philosopher that introduced the idea that people enter a social contract with the purpose of maintaining order in society is Thomas Hobbes. The social contract is a theory in the Enlightenment era that answers the queries of the society's origin and it legitimacy of the authority of the state over the individual. Its main concern is the submission of an individual to the higher authority in exchange for their human rights and sometimes sacrificed their freedom and individuality.
