The sum of any two rational numbers is a rational number. 0.166, 2/3, and 2 are all rational numbers, so adding them to 1/3 will produce another rational number.
That leaves 2π, an irrational number. The sum of a rational number and an irrational number is always irrational, so 2π will produce an irrational number when added to 1/3.
