Rulers and the form of government in Native America, Europe and Africa varied from each other in a way that some exercised the absolute bureaucratic state others were the small piece of lands ruled by a person or wealthy family.

They secured their rule through three factors known as the warfare, trade and tributes. For wold's safety, it was necessary for them to maintain their protection. Trade networks, however, helped them to supply the products needed for survival and also for their alliance. Tributes were taken by the rulers from their people in exchange for the protection.

Ordinary people were benefited under their rule by giving a chance to prosper and move up in societies by fulfilling their obligations. Although they ( ordinary people) had the right to move up, yet they had to suffer if their duties were not to be fulfilled. Ordinary people in Africa was not benefited because they were sold to other tribes or Europeans as Slaves.
