I'm not 100% sure, but according to my prior knowledge, the answer to this would probably be C, mainly because the other three options are quite similar, compared to the other ones. They all talk about funding or investment, but c talks about recieving attention, and usually a utopia is recognized by the mood and character, a happy environment with no problems.
