You want
  B - A = (1/4)(C - A)
Add A and simplify.
  B = (1/4)C -(1/4)A +A
  B = (1/4)C +(3/4)A
  B = (C +3A)/4
Substituting for A and C, this gives
  B = ((-1 -4) +3(7, 4))/4
  B = (20, 8)/4
  B = (5, 2)

The cooridinates of point B are ...
  B = (5, 2)
The  difference in x coordinates between A and C is 8 units and difference in y coordinates is also 8 units  So the point B will be 1/4 + 8 ( that is 2) down from A and 2 the the left of A 

So B will have coordinates (7-2,  4-2)  = (5, 2)
