At the time the United States were, some would argue still, are very dependent on oil. That was the main energy resource for the US which mainly came from the Middle East. But, many foreign conflicts did impact the price of oil, and OPEC raised the prices of oil. The  country was also in the period of stagflation and period of economic trouble characterized by high unemployment, inflation and the price increase. So because the price of oil was higher and the effects stagflation (inflation was particularly increased when OPEC increased the prices) they had to make the policies that would address all of these issues.
