The answer is decreases.  Increasing the salinity of water decreases its freezing point.  Seawater freezes at a lower temperature than fresh water.  Salinity is a measure of the concentration of dissolved salts in water. For every 5 ppt increase in salinity, the freezing point decreases by 0.28 degrees.
