Cooperative action can be seen in rallies against a company or administration. Sociology defines this as Activism, where leading activists gather people to produce stronger voice and sentiments. 

But what stops people to join activism or cooperative action?

It is the fear of being enemy with the state.

Once people join an organization that tries to destroy the powerful state, they become enemies of the state. They become enemies of the police and other organizations that serve the state. In their minds, when these National Government Units recognize them as the enemy, there's only little chance of getting a governmental job their applied for, or they can be denied by insurances and incentives.

Although these harms are not highly practiced by the Government, a possibility still exist.
