In February 1947, the British government announced that it would no longer be able to finance the Greek king's military regime in the Greek Civil War to fight communist rebels. The US alleged that the Soviet Union conspired with Greek communists to fight the royalists in their efforts to expand Soviet influence. In June, the United States approved the Marshall Plan program, an economic assistance program for all European countries that were willing to participate, including the Soviet Union. The aim of this plan is to rebuild the European democratic system and the economy and limit communist influence in Europe. The plan also states that European prosperity depends on the recovery of the German economy.
Stalin believed that economic integration with the West would allow the Eastern Bloc countries to separate from Soviet control. Because of this, Stalin prohibited the Eastern Bloc countries from receiving Marshall assistance. The Soviet Union's alternative to rival the Marshall Plan, which is said to have spent Soviet subsidies and trading with Eastern Europe, was to establish the Molotov Plan.
