All facilities used for interstate travel were to desegregate as of November 1, 1961.

This meant that African-Americans could sit anywhere on buses or trains completing interstate travel. This policy, enacted by President John F. Kennedy and enforced by Attorney General Robert Kennedy, was a reaction to multiple protests in the South. One in particular was the Freedom Rides in Mississippi that shed light on this topic.
