The center is 3, -1 and the radius is 2 I believe.

Since the formula is (x-h) ^2 + (y-k) ^2 = r^2, the radius here is already squared so 2 would be the radius. The center would be the h and k and since the k is positive, that means it's negative as the sign has been flipped.
