A Claims of Policy argues that certain conditions should or shouldn't exist. 

EXAMPLES:
→ Someone arguing that people should/shouldn't be allowed to get guns so easily.
→ Someone arguing that marijuana for medical use should/shouldn't be legal.

What is a claim of policy?

A claim of policy states someone's position according to a specific necessity.

Claims of policy are often presented as essays or articles in which a person states his/her opinion about situations that should be changed or improved.  

The following verbs are often used in a claim of policy: must, should, need or ought.
