Julien interviewed his classmates on whether they prefer cats to dogs and if they have taken a French or Spanish course. He concluded that if he interviewed 1000 people that the French students who prefer dogs would be the same as Spanish students who prefer cats. Is he correct?

No! If this☝ is the chart that is being represented, you simply need to look for where D matches up to F, and where C matches up to S. As you can see, the values are not the same. (Additional info: he wants to interview 1000 people, and already asked ten classmates. Just multiply each value by 100 to see what the predicted amounts will be)
