 The rule of law is the principle that leaders and those in public offices shall only exercise authority and power in strict guidance of the established statutes of the land.
 An example of violation of the rule of law is when governments refuses to abide by judicial decisions, and acts in utter contempt of the rulings, or when the police detain,torture or kill suspects without due trial.

The rule of law is based on the principle that all persons and institutions are subject to the law and are responsible for it.

The president is therefore not free to ignore the laws with which he disagrees because he is powerful.
