If there is differentiation in the product or service the new business is creating, that would make for an opportunity to attract people who didn't have this as an available good or service previously. Low competition means the new business would have a good opportunity to gain new customers because there aren't many people that are able to service them. Low startup costs is also great for a business because it is easier for them to start and work the business with less money initially invested. Low customer demand is not a good business idea because if the demand for the good or sevice is low, there is no real reason to offer it.
