the quote is saying that a ruler would look towards helping most-all people and not a small minority or group. so hes not helping everyone and being a righteous moral leader but one that follows the law and rules

 the person who wrote this was Han Fei, whom was a Chinese philosopher. He was very influential on the future first emperor of China, Qin Shi Huang. And he influenced many other dynasties

I agree with him, because he chooses to do what the law asks. This can be beneficial to both him and his people, if a certain group had more privilege than the rest of everyone, then there would be an outrage.
