By the Treaty of Versailles, Germany was guilty of war, and had to pay for all losses and damages in the First World War, as well as to reduce the number of troops, warships, etc. Germany initially refused to pay damages for being attacked by Britain and France in January 1921. The Germans were bitter about their small army. The general situation, due to the payment of debt, was in Germany bad, economically, politically, socially.
