The purpose was to make sure that the number of immigrants from other countries would be limited seeing as during the Red Scare, most people were afraid of Communists and Anarchists.

The National Origins Act was a complementary law of the Johnson-Reed Act.  Its purpose was to establish a quota system, by which the entry of immigrants into the United States was limited, determining that only 2% of the total number of persons from each overseas countries who had already resided in the country in 1890 could enter the country annually.

The National Origins Act also established the visa system to enter the United States, which is still used nowadays.

The main purpose of this act was to restrict foreign immigration.
