During that time there were a number of factors present in Britain at the time not present anywhere else collectively, which meant only Britain could have an Industrial Revolution at that time. 

Britain had large deposits of coal and iron ore for materials that meant large factories could be built and operated. Britain had overseas possessions that meant there was a ready-made market for British manufactured goods.

In short, Britain had all the materials, they needed engineering to extract more ore and coal. Also, Industrial Revolution occurred due to the emergence of a pro-science, high -wage society, non-authoritarian government whoch idelaized liberty and free-trade.
