The answer is option A "by enforcing laws passed by the state legislature".
Reason:
The state judiciary is in charge on punishing any person who breaks a law which was passed by the state legislature so if a person breaks a law the state courts of in charge of punishing that person who broke the law with jail time, or a fine. Its not option A because even though the state judiciary has many levels of courts (starting with district courts, ending with the supreme court) but thats not what judiciary is in charge for. Its not option C because thats a law which you could be punish for so therefore that would go with option A. Its also not option D because the executive is its own branch therefore it doesn't do anything with that branch. Therefore the answer should be option A!
