when water freezes, the hydrogen bonds cause molecules to push further apart, which lowers the density. hydrogen bonds are stable and hold together, while the hydrogen bonds in water constantly break and are close together. in summary, ice molecules are further apart which makes the density lesser than the water molecules that stay huddled together.
