The Neutrality Proclamation was released on May 1793 by
President George Washington stating the United States of America will adopt a
policy of neutrality in the conflict between England and France. It also states that anyone giving assistance
to any of these of these countries will charged. James criticized this proclamation by it must
Congress not the President who should handle foreign affairs apart from those
specified in the Constitution. Among the
reason why the U.S, adopted a neutral stance was because France was the one who
declared war and that the defensive alliance the U.S. had with France is not
applicable to offensive wars. It also would
risk attacks by Indian tribes through the influence of Britain and Spain.
