 Atoms produce light when they absorb energy. In neon signs, you apply high voltage between the positive and negative terminals of the lamp, exciting the atoms. In this excited state, electrons and positive ions (atoms of neon that lost electrons) collide with each other. In this collisions energy is produced in the form of light (photons) and heat. 

2)Atoms in a rock >> Picture C

The rock is a solid object. In it, the atoms are closely packed together and they have no room for movement.
